Call for Submissions: Co-Applicants for Hennepin County Youth Activities Grants – Arts and Music Programming

The City of Minneapolis (City) seeks submissions from experienced artists and artist groups (Applicants) interested in partnering with the City on a joint application to the 2024 Hennepin County Youth Activities Grants Program for Arts and Music Programming (Program).
Overview
The Program is offered annually by Hennepin County (County) and applications must come from local government units. Past funding has been available for programming such as: Fine arts, Photography, Sculpture, Multimedia, Graphic design, Drama/Plays/Theatre performance, Dance, Public spoken word, Poetry, Storyboarding, Concert band, Marching band, Jazz band, Ensembles, Orchestra, Choir, Musicals, musical performances, Concerts and/or talent shows. Funding typically covers direct programming costs, such as equipment and supplies, materials for programming, educational purposes, and performances, advertisement and/or outreach materials, and local transportation costs for youth participants, program staff, and chaperones. Programming must be based entirely in Minneapolis. Youth served by the programming must be 24 years of age or younger and reside within Hennepin County. Historically, grant funding of up to $25,000 per application has been available.
Artists from all disciplines are encouraged to apply. Whether you have an established program for youth and young adults or are considering launching a new program, all are welcome! Artists from historically underserved and underrepresented communities are also encouraged to apply. Program details
Programming must be based entirely in Minneapolis.
Artists from all disciplines and backgrounds are encouraged to apply, i.e., established programs for youth and young adults, as well as artists considering launching a new program.
Artists from historically underserved/underrepresented communities are also invited to apply. The City of Minneapolis is committed to ensuring equitable opportunities for its vibrant arts community.
The City of Minneapolis and each selected applicant will partner to create and submit a joint application to the program.
Typical grant funding is up to $25,000 per applicant. Grants will be awarded tentatively in June/July 2024.
Submission instructions and deadline
Applicants must email their submission to George.edwards@minneapolismn.gov by 4:00 pm on Friday, March 8, 2024. Failure to submit a submission on time may be grounds for rejection of the submission.
Evaluation criteria
Staff in the City of Minneapolis’ Arts & Cultural Affairs Department (Staff) will evaluate submissions based on the following criteria:
Quality, thoroughness, and clarity of submission.
Qualifications and experience of the artist / artist group.
How well the submission offered meets department objectives.
Financial responsibility and capacity of the artist / artist group.
Organization and management approach and involvement for a successful project.
Cost of services proposed.
Joint application and funding award
Selected Applicants will be invited to collaborate with staff on a Joint Application to the Program. The 2024 Program terms are expected to be issued by the County late January 2024 via their website. If any part of a submission conflicts with the 2024 Program terms, that information must be modified for the Joint Application. The City has sole and final discretion over all elements of a Joint Application.
Selection of a submission by the City is not a guarantee of receipt of Program funding. The County has sole and absolute discretion over awarding of Program funding. If a City and applicant’s Joint Application is selected by the County for funding, City Council approval is required, and the applicant must enter into a contract with the City as a condition of receipt of Program funding.
